2. Prevention of Fraudulent Merchants

A fraudulent merchant refers to a merchant that defrauds consumers of funds by means of deception.

Such merchants usually accept and process payments under false identities, which ultimately leads to two outcomes:

First, consumers fail to receive the goods or services after making payment;

Second, they use the first normal transaction to obtain consumers' payment information, and then initiate other unauthorized deductions.

Fraudulent behavior is usually accompanied by deliberate misleading, such as using false stores, publishing false advertisements, fabricating one's own identity, product or service information. Some gangs also will collude to conduct illegal transactions by using stolen account information, forged vouchers and fictitious orders, which not only undermines the rights and interests of consumers, but also causes losses to card issuers, acquirers and payment networks.
3. Risk Identification of Fraudulent Merchants
3.1 Access Management

In accordance with Visa requirements, we conduct strict merchant access reviews to verify merchants' identities and business information, and confirm that they provide legitimate goods or services.

The acquirer shall issue relevant documents for access review and risk control approval as required.
3.2 Transaction Monitoring

Key monitoring of newly accessed merchants:
- If a merchant's fraud rate (impersonation rate) remains persistently above 10% for an extended period (e.g., for more than six months), the acquiring institution shall immediately verify the authenticity of the merchant's operations and take corresponding disposal measures based on the verification results.
4. Penalty for VIRP Scam Violating Merchants

Penalties are imposed based on the URL, and penalties for repeated violations will be accumulated.

Penalties for child pornography-related violations shall be imposed at the maximum level.

For repeatedly violating acquiring institutions, Visa will require them to strengthen risk control, and Acquirers that continue to violate regulations will have their acquiring qualifications revoked by Visa.
